Opposition leaders started a protest against the central government in front of the statue of Mahatma Gandhi in Parliament.
The second phase of the budget session of Parliament was marred by uproar as soon as it began on Monday. In both the Houses of the Parliament, the BJP demanded an apology for the statement made by Rahul Gandhi in London. On this, Congress President Mallikarjun Kharge said – The government is running away from the investigation on the Adani issue. We are not listened to. We will not give chase like Vikram Betal.
The Leader of the Opposition came to the bail on the Adani issue and started creating ruckus over the demand of JPC. In view of the uproar, both the Houses were adjourned till 2 pm. The uproar continued even after two o’clock. On this, the proceedings of both the Houses were adjourned till Tuesday.

Demand for apology from Rahul in both Lok Sabha and Rajya Sabha
An apology was demanded from Rahul Gandhi in both the Lok Sabha and the Rajya Sabha. In the Lok Sabha, Defense Minister Rajnath Singh said that Rahul Gandhi has insulted India in London. Before the session, 16 opposition parties met at the Congress President’s house.
Congress national president Mallikarjun Kharge called a meeting of opposition parties before the start of the budget session. Sonia Gandhi also appeared in this meeting, while 16 parties participated in the meeting. After the meeting was over, the opposition leaders started protesting against the central government in front of the statue of Mahatma Gandhi in Parliament.

The protest was led by Andhra Pradesh Congress President Rudra Raju. The police took some into custody.
Dhankhar said – I never stopped any recognized member from speaking
Vice President Jagdeep Dhankhar said that a guidance emerged from the knowledge gained yesterday. One thing came out of it that if any leader in the House says something, then the leaders of the opposition also have the same right to say it. The rest also have it.
But one more thing was understood that all the honorable members appreciated the fact that this House should be a medium of debate, dialogue, discussion, and deliberation, but a pain was expressed that what should we do in helplessness.
The honorable member said many things and I thought deeply. I find that in the 258 session and part of the session in 259, I have never obstructed any recognized member from speaking, except to disallow the report made under rule 266 in the capacity of the Chairman.

Session resumed after a month’s break
There will be a total of 27 sittings in this session which resumed after a month-long break. Earlier, Rajya Sabha Chairman Jagdeep Dhankhar called an all-party meeting in New Delhi on Sunday to ensure the functioning of the House.
The first phase of the session, which began on 31 January with the President’s address, continued till 13 February. In which 10 meetings (excluding holidays) have been held, in which 4 times the House had to adjourn the proceedings of Lok Sabha and Rajya Sabha due to uproar. Meanwhile, the memorandum of thanks on the President’s address and the Union Budget 2023-24 were discussed.

35 bills pending in Lok Sabha and Rajya Sabha
According to the bulletin received from Lok Sabha-Rajya Sabha, there are a total of 35 bills pending in the Parliament. Of these, 9 bills are to be introduced in the Lok Sabha and 26 in the Rajya Sabha. Bills are less likely to be discussed and passed in the first phase of the session. However, several important bills can be introduced in the second phase of the session.
Of the 26 bills pending in the Rajya Sabha, three have already been passed by the Lok Sabha. These include the Inter-State River Water Disputes (Amendment) Bill 2019, the Constitution (Scheduled Tribes) Order (Third Amendment) Bill 2022 and the Constitution (Scheduled Tribes) Order (Fifth Amendment) Bill 2022.
