Rajasthan becoming ‘Paper leak capital’, question papers leaked 12 times since 2019, know details


Paper Leak Case: One paper leak after another in Rajasthan is now an open secret! There have been instances when paper leaks have been reported even during internet suspension in Rajasthan. The desert state ranks second in the unemployment index by the Center for Monitoring Indian Economy (CMIE) with 21.1 per cent unemployment rate recorded in January this year. Along with the high unemployment rate, crime has also increased in the state over the years.

Since 2019, there have been an average of three paper leaks every year in Rajasthan. About 40 lakh students have been affected by this. During an investigation, police officials found that the leaked question papers were sold for Rs 5 to 15 lakhs. Recently arrested paper leak mastermind Bhupendra Saran paid Rs 40 lakh to a school teacher to buy the paper, which was sold for Rs five lakh per student.

Internet suspended to stop copying

Around 26 cases of paper leak have been registered in the state between 2011 and 2022. 14 of them have been reported in the last four years. This state is becoming the paper leak capital of India. Among the exams canceled due to paper leak is the recruitment exam for Grade-III librarian, which was canceled in December 2019 due to the leaked question paper. This affected around 55 thousand candidates who applied for 700 vacancies.

Next in line, the question paper of the Sub-Inspector Recruitment Exam in September 2021 was leaked and the Bikaner Police arrested seven people in the matter. In the same month, the internet was suspended across Rajasthan to prevent cheating during the REET-level one and two examinations.

Congress government is ashamed

However, after four months of protests and allegations of irregularities in the REET-level II exam, the exam was canceled. The Congress government was embarrassed when the police investigation revealed that one of the accused was the Jaipur exam coordinator and the question paper was leaked from the education department’s office a few days before the exam. Earlier, the internet was suspended by the government to prevent irregularities. More than 25 lakh candidates had applied for the REET-level one and two examinations for more than 31 thousand vacant posts.

The state government once again faced embarrassment when the government installed mobile phone jammers at the examination centers and introduced biometric identification to prevent malpractices in the constable recruitment examination of May 2022, but the paper was leaked. This exam was being conducted again after its first paper was leaked. About 1.6 lakh candidates were affected by this.

BJP accuses Rajiv Gandhi Study Circle

In January 2022, the BJP accused the Rajiv Gandhi Study Circle in the paper leak. Its patron is Chief Minister Ashok Gehlot. Since the involvement of the people associated with the coaching centers was criticized by the state government. Bulldozers were later sent to demolish a multi-storey building in Jaipur where a private coaching institute was being run by Suresh Dhaka and Bhupendra Saran, two of the main accused in the case.

The action of this bulldozer was criticized, as Gehlot had criticized similar actions in BJP-ruled states. Following this, the Gehlot government passed the stringent Rajasthan Public Examinations (Measures for Prevention of Unfair Means in Recruitment) Bill, 2022 in March last year. All offenses under this Act shall be cognisable, non-bailable and non-compoundable. Apart from provisions for imprisonment of up to 10 years and fine of up to Rs 10 crore, it also empowers investigating officers to confiscate properties of the accused with prior permission from the state.

Youth very upset due to continuous question paper leak

Rajasthan Berojgar Ekrit Mahasangh said that about 25-30 lakh youth in the state are trying for government jobs. Upen Yadav, president of the association, says, “The youth are very angry and upset due to the incidents of frequent question paper leaks. We are demanding life imprisonment for those involved in these crimes. If the state police fails to investigate, then the government should hand over these cases to the CBI.”

In his recent budget, Gehlot announced the formation of a special task force to prevent question paper leaks. At a time when the unemployment rate in Rajasthan is second in India. All eyes are now on how the state government fights the menace of paper leak, which has ruined the future of lakhs of students. This is because when the canceled exams are rescheduled, it is not always possible for the candidates to appear again and hence they lose many such opportunities.

Meanwhile, amid a series of paper leaks in Rajasthan, the state government faced embarrassment once again after a paper-solving gang was busted even before the Rajasthan Eligibility Test for Teachers (REET) began on Saturday. . These include 19 boys and 10 girls, all of them have been taken into custody. The question papers received from them are being scrutinised. After the latest leak, internet services were stopped in seven districts in a hurry.

These exams were canceled due to paper leak

  • Librarian Recruitment 2018 – Recruitment exam to be held in December 2019 canceled due to paper leak.
  • JEN Civil Degree 2018-December 2020 exam canceled due to paper leak.
  • REET Level-2 2021 – This recruitment exam held in September 2021 was canceled about four months after the paper was leaked.
  • Constable Recruitment – March 2018 exam paper leaked, exam cancelled.
  • Constable Recruitment 2022 – Second shift paper leaked in May 2022, paper canceled and re-examination.
  • High Court LDC Recruitment – Paper leak of recruitment exam in March 2022, exam cancelled.
  • SI Recruitment 2022 – 12 people arrested in paper leak case.
  • Medical Officer 2021 – The first two times the exam was conducted online due to a glitch. Later offline exam was conducted.
  • CHO Recruitment 2022 – Paper leak case registered after recruitment.
  • Vanrakshak Recruitment 2020 – One shift paper viral on social media, exam cancelled, re-examination.
  • Electricity Department Technical Helper Recruitment 2022 – Exam canceled at six centers..Second Grade Teacher Recruitment Exam 2022 – General Knowledge paper leaked, exam cancelled.
