On 24 January, members of the AAP and the BJP clashed at the MCD headquarters. After which the police had to be deployed at the headquarters.

Satya Sharma, who is presiding over the MCD, said that the 10 members nominated by the Lieutenant Governor will be able to vote. Only after this the members of BJP and AAP started ruckus. After this the proceedings of the MCD House were adjourned. Earlier, elections could not be held on 6th and 24th January as well. According to the information, once again AAP is preparing to go to the Supreme Court.

The BJP had recommended February 10 as the date to reconvene the session to LG VK Saxena, while the AAP party suggested February 3, 4 and 6. Following AAP’s suggestion, the LG had fixed February 6 as the date for the House session.

BJP MP Hansraj Hans claimed that the mayor would be from the BJP. The first meeting of the House after the MCD elections was held on 6 January, but the election of the mayor could not be held due to the uproar. Whereas, AAP has nominated Mohammad Iqbal and BJP has nominated Kamal Bagdi for deputy mayor.

Delhi Mayor Election; Understand what has happened so far in 10 points…

1. Oath taking of nominated members and councilors

On January 6, first nominated councilor Vinod then Laxman took oath in the house. After this oath was administered to Mukesh Mann, Sunil Chauhan, Rajkumar Bhatia, Sanjay Tyagi. After Manoj Kumar Jain, Rohtash Kumar, Shweta Kamal Khatri, the councilors who won the election from ward number one were sworn in.

2. Question raised on the voting of nominated members, there was an uproar

On January 6, questions were raised whether the 10 nominated members from the Lieutenant Governor have the right to vote. During this, there was a huge uproar during the election of Mayor, Deputy Mayor of MCD. After which the proceedings of the House had to be adjourned. Aam Aadmi Party and BJP demonstrated against each other.

3. Election postponed due to uproar on January 24

January 24- Members of AAP and BJP started raising slogans as soon as voting started at Civic Center of MCD. Climbed over barricades and threw bottles at each other. Due to the uproar, the presiding officer stopped the re-election.

4. The matter of mayor election reached the Supreme Court

AAP approached the Supreme Court in the mayoral election case. However, the court refused to hear. After which AAP’s mayoral candidate Shelly Oberoi withdrew the petition.

5. Congress supported AAP in the elections

Delhi Congress President Anil Chaudhary said that the people of Delhi have supported the Aam Aadmi Party. Respecting the public, we will not contest the election of mayor, deputy mayor and standing committee. If AAP gets majority then make Kejriwal his mayor and serve the people of Delhi.

6. If AAP gets the mayor’s post, it will be difficult for BJP

BJP has majority in 7 out of 12 zones in MCD. In such a situation, BJP can win 7 more members of the Standing Committee. If this happens, even after the mayor’s post comes to AAP, the journey ahead will be difficult for him.

7. AAP’s allegation- BJP will not allow elections

AAP has alleged that the BJP will not allow the mayor’s election even today. Delhi’s Deputy CM Manish Sisodia tweeted- BJP has instructed its councilors not to allow mayoral election to be held in MCD meeting again today. BJP councilors have been asked to create ruckus on some pretext as soon as the house starts. The Presiding Officer will again adjourn the House sine die like last time. LG will again give date after 20 days.

8. Decision on 5 seats of Standing Committee fixed, fight for sixth seat

Out of the 18 member Standing Committee, 6 members will be selected today. In which AAP will get 3 seats and BJP will get 2 seats. The fight is for the sixth seat, which will go to the BJP if 10 nominated members are allowed to vote. The other 12 members will be elected through regional elections.

9. AAP defeats BJP after 15 years in MCD elections

The civic polls were held on 4 December and the counting of votes took place on 7 December. The Aam Aadmi Party (AAP) won the election by winning 134 wards and defeating the BJP, which was ruling the MCD for 15 years. In this election, BJP won 104 wards, while Congress could win only 9 seats.

10. State president resigns after BJP’s defeat

State President Adesh Gupta resigned after BJP’s defeat in MCD elections. Taking responsibility for the defeat, Adesh submitted his resignation to party president JP Nadda. Nadda has also accepted his resignation. Delhi BJP state vice-president Virendra Sachdeva was appointed acting state president.

Color code fixed for mayor election, first year reserved for women
The color code has been fixed for this election. White, green and pink colored ballot papers will be used. In this, votes will be cast for mayor with white ballot paper. Green ballot paper will be used for the deputy mayor’s election and pink ballot paper for the standing committee members.

Elections to the post of Mayor in Delhi are held for 5 single year terms on the basis of rotation. The first year is reserved for women. The second year is reserved for the open category, the third year for the reserved category and the remaining two years are again reserved for the open category. In this way Delhi will get a woman mayor this year.

273 members will vote, majority with AAP
273 members will vote in the Mayor’s election. A figure of 138 is needed for a majority. In the absence of the Congress, a figure of 133 is required. AAP has 134 councillors. Apart from this, there are 3 Rajya Sabha MPs and 13 MLAs. BJP has a total of 113 votes including 7 MPs and 1 MLA. There, there are 9 councilors of Congress and two councilors of Independents. In this election, 250 councilors along with 10 MPs (7 Lok Sabha MPs and 3 Rajya Sabha MPs), 13 assembly members will vote.

History of MCD
MCD came into existence in April, 1958. It started its journey from the historic 1860s Town Hall in Old Delhi and was shifted to the Civic Center complex in April 2010. Freedom fighter Aruna Asaf Ali was elected mayor in 1958. Ali’s photos still hang in the rooms of the old municipal building at the Town Hall and in the offices of the Civic Center. A major street in the city was also named after him.

MCD split in 2012
Law scholar Rajni Abbi was the mayor of the MCD before its trifurcation in 2011. In 2012 the corporation was bifurcated into three separate civic bodies – North (104 wards), South (104 wards) and East (64 wards) Municipal Corporations. Each of these had its own mayor. The integration of all three took place last year when the Center brought a law to unify them. This reduced the total number of wards from 272 to 250.

Former North Delhi mayor and senior BJP leader Jai Prakash said it is a matter of fortune for the people of Delhi that now again there will be a mayor for the entire city. He said that Aruna Asaf Ali was the first mayor of Delhi, and Rajni Abbi was the last until the MCD was divided into three parts in 2012, and that after 10 years there will be a woman mayor again, it is a matter of fortune for the city.

After the trifurcation, mayor elections were held for all the three corporations – NDMC, SDMC and EDMC – in 2012. In April 2012, Meera Agarwal of the BJP was elected unopposed as mayor of the MDMC, while her party colleague Azad Singh became the deputy mayor. In May 2012, Annapurna Mishra was unanimously elected mayor of East Delhi, while her party colleague Usha Shastri was made deputy mayor. BJP’s Savita Gupta was elected as the first mayor of South Delhi, while BSP’s Bir Singh became the deputy mayor.

In April 2011, the then BJP candidate Rajni Abbi was elected Mayor of Delhi by defeating Savita Sharma of Congress by 88 votes. Abbi was then a professor of law at the University of Delhi and currently serves as the dean of the university.
