There was a huge uproar during the election of members in the MCD on 26 February. A councilor had picked up the shoe in his hand.

The Delhi High Court will hear on Wednesday the Mayor’s order for re-election of the Standing Committee of the Municipal Corporation of Delhi (MCD). Earlier, on February 26, the High Court had stayed the election of the members. The High Court had ordered to keep the ballot paper, necessary documents and CCTV of the House safe. Justice Gaurang Kant said – Announcing re-election without announcing the result of the previous poll is a violation of the rules.

Mayor Shelly Oberoi had ordered re-election of 6 members of the committee. There was a lot of uproar for two consecutive days in his election. There was a fierce fight between AAP and BJP councilors on Friday. The uproar began when Mayor Shelly Oberoi declared a vote invalid and ordered a recount. Due to this the BJP councilors started raising slogans. The ruling AAP councilors also protested.

They started shouting slogans by climbing on the tables. Kicked and punched each other. Shoes and slippers also went. After this, two BJP councilors Shikha Roy and Kamaljit Sehrawat had moved the Delhi High Court.

Mayor Shelly Oberoi said after the High Court’s order – The Delhi Municipal Corporation Act states that the presiding officer has the right to accept or reject any vote. Even before the counting process was completed yesterday, the experts of the Election Commission prepared the result on a single sheet. When I saw that one vote was invalid and was declaring it invalid, the BJP corporators created a ruckus forcefully.

Voting for 6 members of the Standing Committee took place on Friday, two days after the mayoral election was over. Only 242 members cast their votes in the 250-member MCD. When one vote became invalid during the counting of votes, the BJP corporators started raising slogans of cheater-cheater and chor-chor.

Till now three members of both the parties had won in the standing committee elections. Mayor Shelly Oberoi refused to sign the list of these members. He ordered recounting of one vote as invalid. The corporation secretary refused to sign the recounting decision. There was a heated conversation between the mayor and the corporation secretary on this.

During the tussle between the two, the BJP councilors demanded to validate the invalid votes, but the Mayor refused. On this the BJP councilors climbed on the table and started shouting slogans. When the AAP councilors went ahead to stop them, a fight started between the councilors of both the parties.

Why is there so much ruckus on the Standing Committee of MCD
Standing Committee is the most powerful in MCD. This committee looks after the functioning and management of the corporation. Apart from this, the work of giving financial approval to projects, discussing and finalizing policies before implementing them is also in the hands of this committee. That is, this committee is the main decision-making body of the corporation.

The Standing Committee consists of 18 members. This committee consists of a chairperson and a deputy chairperson. They are elected from among the members of the Standing Committee. 6 members are directly elected in MCD house after mayor election. MCD in Delhi is divided into 12 zones. Each zone has a ward committee consisting of all councilors and nominated aldermen of the area. There are also zone representatives in the Standing Committee. In such a situation, if BJP loses here too, then it will have nothing left in MCD.
